The guild's oldest grievance is that the rarest things in the world are held by whoever the paperwork favors. A chain does not care about family lineage. It only records who holds the seat.

The end state is not a broker managing clients. It is an open floor where seat holders bring lots directly to each other, and the guild simply keeps the book honest.
